RDM Login Screen is Blank

Problem
When using IE v10, RDM has a broken login screen. In addition, a blank page is displayed after logging in. See the screenshots below:
Solution
The problem is caused by the compatibility mode and the compatibility settings in IE v10. In order to resolve the problem, in IE v10 under Tools -> Compatibility View settings uncheck both options Display intranet sites in Compatibility View and Use Microsoft Compatibility lists.
